Revenue Canada Agency (CRA) is very strict about the nature of employment and whether the hired person is an employee or an outside source, such as an independent contractor.

There are penalties involved if a contractor is really treated as an employee, as certain obligations may be overlooked, such as collecting payroll tax, ensuring safe labour practices, etc. CRA’s goal is to protect the hired person and to stop tax evasion.
